Abstract

The economic and social development of a municipality in Colombia depends mainly on the investment projects carried out in each region. However, due to the decentralization process that the country went through in the 1980s, the budget that some regions or cities, such as San José de Cúcuta, collect with their taxes is not enough to promote the economic development that the region needs. However, there are other methods to, as they say colloquially, lower resources to the municipalities. The General Royalties System (SGR) is perhaps one, if not the most important in Colombia, so that cities that have clear strategies and have an interdisciplinary team for the strategic formulation of investment projects can present them to the SGR, therefore, this work aims to design a strategy that promotes the presentation of investment projects through the General Royalties System in the municipality of San José de Cúcuta, through the use of the ADDIE methodology (analysis, design, development, implementation and evaluation), under which the course process for the presentation of investment projects was designed through the general royalty system on the “Conectarnos educa” platform, making information available to the community in general that allows guidance on the correct way to formulate and present investment projects. public investment to be financed with resources from the SGR, the course is available on the free self-learning platform of the mayor's office of San José de Cúcuta which can be accessed through the entity's website.
